我覺得是否應該把前面的 is 去掉變成 "Singapore so fine is because of fine!" 才對吧?

其實這種講法很常聽到，加個""就可以看出差異：
"Singapore is so fine" is because of fine!
第二個is的主詞是指""整個內容，意思是：「新加坡會這麼好」就是因為罰款。

或是加個the reason:
The reason Singapore is so fine is because of fine!

如果把第二個is去掉，反而看不出對比的趣味，尤其是fine。
