上海復興又沒有大陸中央的授權，為什麼可以買德國BNT給香港澳門？
BNT要跟政府接洽，就只是要確保買方能夠到手而已，這是基本客戶服務。
但若出錢的客戶不需要，就只要把bnt運到機場國門口就好，入關的事全都丟給衛福部就好！
反正本來就是送給政府，又不是賣給政府。
