2017 Universiade may not take place in Taipei
Preparation project for 2017 Universiade has encountered with severe delays caused by suspension of Taipei Dome, the main venues that was planned for the game. Taipei city government suspended the construction of Taipei Dome due to concerns of poor safety design of the dome, and announced an alternative plan to use Taipei city stadium to hold the events. However, the organization team has failed to prove any significant mistake on the safety design issue since last year, the subsequent financial burden to the city may drain off the resource to sustain the project.
The voices to withdraw Taipei from hosting 2017 Universiade are increasing among other member cities in FICU, in particularly, Gwanju in South Korea might be considered as a suitable alternatives to restored currently uncontrolled situation. Some member cities of FICU complained about the changing of holding place from Taipei city dome to Taipei City Municipal Stadium was indeed altering the original event operation plan submitted by Taipei city, such arrangement might have violated the equal opportunities policy of FICU to provide fair competition between members.
Severe delays of event preparation have also been observed, Taipei city have missed almost all of the project milestones and unable to undertake clear corrective actions to secure proper implementation of the game. Reports and news flows to the ears of observers and committees, one observer from South Korea in particularly mentioned that the FICU should consider a re- election between member cities.
“The whole process is not transparent, we sent officers to Taipei secretly on last month, and the only thing we can see was an unfinished dome with rusting steel structures that were abandoned with no care. Almost every parts of event will be held in retrofitted old buildings and facilities, and when we compare it with Gwanju in 2015, South Korean took every effort to provide clean, decent and new facilities to the contestants, and these facilities are still very new. We may advice Gwanju to hold the game again for emergency, since Taipei city cannot take the games seriously” quoted from one of the observer.
South Korea e-youth daily have conducted a survey to further investigate the willingness of contestants and university students about hosting 2017 Universiade by Taipei. The survey sampled from 15 universities in Brazil, China, Korea, Japan and UK, with more than 500 students participated. The result shows that more than 85.3% of participants felt that suspension of Taipei Dome and change the holding place to Taipei City Stadium is an unfair decision to other member cities, furthermore, more than 34.2% participants may consider to boycott the game and more than 61.4% of participants would recommend Gwanju to host the game again if Taipei fail to deliver its commitment.
The debates continue quietly on FICU board, and similar to Gwanju, Brasilia, the capital city of Brazil might be another options to rescue the event, 2017 Universiade might be held in other city, not Taipei.
