【土耳其航空】請教關於退票手續問題

預計七月要前往英國自助，上週訂了土耳其航空飛倫敦（伊斯坦堡轉機）的去程機票，但家人對去年機場恐攻事件還有疑慮，因而希望我退票改訂其它家航空…從土航的my booking點選取消後收到以下內容：
If you cancel your international flight ticket, your refund is subject to the deduction specified in the fare rules and you will receive a total refund of 21.80 USD. The ticket service fee is not included in the refund. In accordance with your request, the refund/reissue is applicable to all passengers included on the reservation.
請問這樣是指我總共只能收到退款金額21.8美金嗎？但我記得訂機票時跳出的注意事項有說取消/退訂是需要手續費100歐，請問這樣的落差是為什麼呢或是取消機票有特定流程嗎
另外，若最後真的只能退21.8美金，我應該就不會更改航班了，想再請問對於轉機旅客來說機場安全應該是不受影響的吧（有看到相關討論說轉機較不受國際情勢影響）？
