Are you serious? Hiring managers will trash your resume in US if you use that opening.

It's most likely OK for casual mass internal email.
But for resume purpose it's like saying:
whatever, I don't care enough to know whoever reads my shit.
Someone actual told me about this before, I thought it was a joke.
Hiring managers most assuredly will not trash your cover letter if you use that opening phrase.
It all depends on the company and what circumstances the OP is applying under.
I confess I made the assumption that they don't know who they're sending the letter to (hence that all encompassing 嗨~). This is fine if you're resume dropping on a school career website, how do you know who's reading it? "Dear HR of so-and-so company" sounds even odder.
But if the OP does know who they're sending the letter to, then of course your path is the way to take.

It would be simple and most efficient to write, Company XXX - XXX Departmetn or Dear HR recruiter. basically just go by title.
Hiring managers will most like trash the cover letter after 2 seconds of skimming regardless. Actually, if you open with "With whom it might concern" they might frame it and mass e-mail to everyone for a laugh, mission accomplished

Millions of cover letter templates are out there, just copy off them.

I personally dislike letters that address my position. It feels very, as you say, impersonal and uninterested. But hey, it's a matter of personal preference and 每個公司都不同. I think we can both agree that just saying 嗨~ is not the thing to do. I agree, tons of templates out there, OP should really just copy off of them.
