2003年,聯合國教科文組織頒布《多語世界中的教育》(英語:Education in a Multilingual World)文件
The term ‘mother tongue’, though widely used, may refer to several different situations. Definitions often include the following elements:
the language(s)that one has learnt first;
the language(s) one identifies with or is identified as a native speaker of by others;
the language(s) one knows best and the language(s) one uses most.
‘Mother tongue’ may also be referred to as ‘primary’ or ‘first language’.

是第一個學習的語言,也是使用最多與最熟悉的語言,當然另一個定義是在地人的語言
並沒有一個定義是"媽媽說的話"
當一個語言必須等到學校才能學習與接觸的到,那必定不能稱為那個人的母語
現在新一代大部分台灣人的母語依照教科文組織的定義第一個學的與最熟悉的都是國語 (除非家長有特地在家用方言訓練過)
UNESCO supports mother tongue instruction as a means of improving educational quality by building upon the knowledge and experience of the learners and teachers.
(I)Mother tongue instruction is essential for initial instruction and literacy and should ‘be extended to as late a stage in education as possible’: _‘every pupil should begin his [or her] formal education in his [or her] mother tongue’;_‘adult illiterates should make their first steps to literacy through their mother tongue, passing on to a second language if they desire and are able’;_if a given locality has a variety of languages, ways and means should besought ‘to arrange instruction groups by mother tongue’; _‘if mixed groups are unavoidable, instruction should be in the language which gives the least hardship to the bulk of the pupils, and special help should be given those who do not speak the language of instruction’.
(II) ‘Literacy can only be maintained if there is an adequate supply of reading material, for adolescents and adults as well as for school children, and for entertainment as well as for study’:19_The production and distribution of teaching materials and learning resources and any other reading materials in mother tongues should be promoted.
(III) With regard to teacher training and mother tongue instruction: ‘All educational planning should include at each stage early provision for the training, and further training, of sufficient numbers of fully competent and qualified teachers of the country concerned who are familiar with the life of their people and able to teach in the mother tongue.’
再來看看這個所謂的原則
指的是對僅懂得母語(方言)的人,教導他們的方法
而不是對已經熟悉官方語言的人,再花時間去教他們很少去使用的方言
