這是美國Wisconsin Capitol rotunda允許人民抗議的制度，算是「規矩」吧。
暑假到了，這些想衝進政府機關的小朋友與年輕人，建議有空可以先看一下。

在「合法」的前提下，人民有權利「預約時間」去那些地方抗議/慶祝。
人家規矩也寫得清清楚楚。
1. No furnishings may be moved without the express prior permission of the Assembly Sergeant at Arms. All furnishings and property must remain in the rooms where they are found. We do not provide additional seating or tables beyond what is normally furnished. No adhesive tape or adhesive paper of any kind may be applied to any surface in the building. Signs and banners may not be displayed.
人家第一句話還特別「畫線」。
沒有得到允許之前，不准移動傢俱...
所有傢俱與財產都必須「原封不動」放置於「原來的位置」。
不准使用膠帶，或任何有黏性的東西。
不准張貼標語。
2. No food or drink may be consumed in any room unless prior arrangements have been made with the Assembly Sergeant at Arms. No open flames of any kind are permitted. No red beverages are permitted. No alcoholic beverages may be possessed or consumed.
沒有得到允許之前，不准在內飲食。
不准使用火。
不准任何紅色飲料。
不准帶酒或飲酒。
3. Equipment used in Assembly operations is not to be touched. Under no circumstances shall the equipment or property of the Assembly be removed. No one is allowed on the Upper Dias (Speaker’s Podium) without the express prior permission of the Assembly Sergeant at Arms.
場內工具不能碰，(不只是不能用，是不能碰)。
無論是任何理由，場內工具不能被移動。
沒有得到允許之前，任何人都不准上演講台。
4. The facility should be left in the state it was found upon entering. Applicants are responsible for the complete cleanup of any litter and debris. Applicants will pay all fees associated with custodial services.
集會結束後，場內狀況必須與集會開始前相同。
與會者要清理場內。
如果政府需要清理，清理費則由與會者負擔。
自己看看，人家的規矩多嚴謹。
再回頭看看太陽花要是在美國搞他們那一套，上面四條法律犯了幾條？
不說別的，光是「清理費用」就付不出來了...

誰說美國人不會把學生趕出去？
就以Wisconsin Capitol rotunda 為例，時間一到，你要是不走，警察照樣「抬」出去。
2011年八月，一大群美國人跑去Wisconsin Capitol rotunda抗議。
當天晚上六點半，警察開始要求與會人士離開，因為先前有法官下令在關館時間就必須「清除所有集會者」。
當天有12個大人與一個年輕人拒絕離開。
他們選擇坐在地上，拒絕離開。
警察有給予警告，由求他們自行離開。
但是他們仍然拒絕離開，因此警察就直接把這些人「抬出去」...
至於怎麼抬出去，你自己去想像，但是絕對不好受。
此外，他們除了被逮捕，還被起訴以下罪名：
「非法集會」，有些人被告「攻擊警察」與「拒捕」。
一分證據說一分話，不相信的人大可自己去查。
喔... 差點忘了。
其中一個22歲的抗議女生，已經被逮捕15次了。
而每次被逮捕就留下前科，而這些前科在她未來「升學」與「就業」都會出現...
所以囉，上次那個用「好奇跟進去」為脫罪理由的仁兄，或許可以參考一下人家是怎麼爭取權益的。
而這次又想衝進政府機關的年輕人，請注意一下「衝進去」應負起的責任與應付出的代價。
不要整天只會喊民主，卻不了解民主的意義與規範。
