美聯邦眾院414：0通過《台灣保證法》要求現役海軍將官常駐台灣

美國聯邦眾議院7日以414票贊成、0票反對、17票棄權的票數全院無異議通過了《2019年台灣保證法》（Taiwan Assurance Act of 2019）。

根據此法，美國國會將要求川普政府派遣現任軍官常駐台灣、更積極地協助中華民國參與國際組織、支持美國對中華民國的軍售。

SEC. 6. ENHANCING THE U.S.-TAIWAN DEFENSE RELATIONSHIP.

(a) Sense Of Congress.—It is the sense of Congress that it should be the policy of the Department of Defense to support Taiwan’s asymmetric defense strategy, including the development of Taiwan’s undersea warfare and air defense capabilities.

(b) Required Department Of Defense ActIons.—The Secretary of Defense shall make efforts to include Taiwanese forces in bilateral and multilateral military exercises, as appropriate, to bolster Taiwan’s defense capabilities.

(c) Defense Attaché.—The Chief of the Liaison Affairs section at the American Institute in Taiwan shall be a general or flag officer.

仍須經參院通過
這項法案當初由民主黨參議員梅南德茲（Bob Menendez）、 瑪斯托（Catherine Cortez Masto）、庫恩斯（Chris Coons）以及共和黨參議員盧比歐（Marco Rubio、柯騰（Tom Cotton）和克魯茲（Ted Cruz）共同提出。

《台灣保證法》內容除了強化美國與中華民國的雙邊關係之外，同時要求現役海軍將官出任駐中華民國的國防專員、繼續主張中華民國參與國際組織、表達國會對中華民國不對稱防衛戰略的支持，也支持美國對中華民國軍售、重啟美國與中華民國的雙邊貿易談判。

《路透》（Reuters）分析，美國聯邦眾院此舉旨在穩定台海兩岸局勢、反制中國影響中華民國的任何努力（any efforts by Beijing to influence Taiwan）

中美貿易戰
此外，美國聯邦眾院外委會（House Foreign Affairs Committee）本周也安排了5場聽證會（hearing），討論主題均為美國與中國的雙邊關係。

在眾院通過法案後，並未提及何時將於參院表決此法，但時值中美貿易談判陷入僵局之際，中國國務院副總理劉鶴也將於9日抵達美國華府進行第11回合的貿易談判，美國國會此舉無疑為談判增加了籌碼。

美國總統川普（Donald Trump）已於2018年12月31日正式簽署了《2018年亞洲再保證倡議法》（Asia Reassurance Initiative Act，ARIA），其中第209款重申支持美台政經及安全合作，並在205款中註明「對台承諾（Commitment to Taiwan）」，讓中華民國納入美國肯定的夥伴交往之列。
