「to ensure that requests by Taiwan to purchase arms from the United States are not prematurely rejected or dismissed before Taiwan submits a letter of request or other formal documentation, particularly when such requests are for capabilities that are not included on any United States Government priority lists of necessary capabilities for the defense of Taiwan」
也就是說，國務院和國防部不得以「不符合優先項目」為由來拒絕台灣期望獲得的軍備
