在ebay 網站購物後帳號被停權

下午在英國的 ebay 網站買了一雙鞋子,信用卡付款後就收到ebay mail 通知帳號就被停權及出價取消,也沒說明停權原因,打給信用卡客服人員,回覆已授權成功,若要止付,要通知賣家,賣家還會出貨嗎,停權 mail 如下,我該怎麼辦?
