Over the past month I have taken both of the minis back to the local Apple store and talked to a couple of the geniuses. I had a little trouble convincing them as I could not demonstrate the 2.4 Ghz failure as the store network is only 5.0 ghz. However the department store next door did have a 2.4 ghz network and I was able to convince the Apple folks that indeed it did not work on 2.4 ghz. I had my iPhone5 along to show that both signals could be received with a properly functioning device. This indicates that the radio receiver in the mini has failed somehow and cannot detect the 2.4 ghz signal, and all of the software and hardware resetting in the world will not make it function. The only answer is a replacement (or a repair ) of the unit. Apple needs to address this issue as it appears that there is a fundamental design/manufacturing flaw in the units. This may extend to other models of the iPad that use the same receiving circuitry
Plus, brand-new means "New Goods", or "Refurbished Goods". but for mini, it should not have device refurbished so far.
