Negative. Provia is an all-purpose mode that shows more details of dark areas than Velvia or Astia. I only use Velvia when I want higher contrast and color, preferably for landscape scenery. When taking pictures with bright blue sky and white clouds I prefer using Astia for its increased dynamic range in bright areas in order to show details of clouds. Moreover, I never use Velvia for human portraits.
As for the second picture of Taipei 101 building, the majority of the picture was composed of blue sky and glass-covered buildings reflecting blue sky, and we prefer sky to be "more blue." Yet, that color was not what I saw with my own eyes; in this case Provia and Astia were more realistic.
