Thank you for contacting Google. I'm happy to clarify the state of your purchases. It looks like the payment for this item has been declined and the order cancelled. Until payment is accepted, your download will not automatically begin, or you may receive error messages when trying to download. While we don't have detailed information about the reason for decline, a common reason is outdated credit card information.
You'll need to visit wallet.google.com/manage from a computer (not from your phone or tablet) to update your existing payment information. Alternatively, you can add a brand new payment method on Google Play from your device. Once your payment information has been updated or you've added a new credit/debit card, you'll need to attempt your purchase again.
Though your order has been cancelled, you may notice activity on your credit/debit card for this order. Please be assured that the amount on your card statement is an authorization, not an actual charge, and the authorization will automatically be removed from your account within 1-14 business days, depending on your bank.
