1. I use HTC devices (Tytn II, SE X1) most of the time, but looks like Samsung i8000 is quite good.
2. Nothing beat WM with a lot of softwares to pick. iGo8, Tomtom, Papago, Garmin ...etc. Some HTC devices (e.g SE X1) with FM radio support TMC with tools from XDA.
3. Forget about RMVB since NO device can play it smoothly, other codec depends on your files bitrate and CPU.
4. Lots of it on WM
5. Not familiar but I guess it's not a problem on WM.
So, you only question is which WM to pick.

2. 1GHz CPU, 播片超流暢 (LINK有示範片段)
3. 3.8"大MON, 用在汽車導航也算清楚, 3.2"用在汽車導航絕對小得看不清楚(個人經驗)
4. 行WM6.5, software=無限伸延, 灌PAGOGO也好,灌TOMTOM也好,電子書格式
5. 支援 VGA H.264 高 Bitrate 格式短片播放,連OMNIA II(i8000) 也未做得到
