IMDB 上面 TOP250的入選及排名是怎麼來的

這網址裡面是IMDB TOP250的列表，
分數最低是7.9
但是我查了好幾片，得分超過7.9的，卻不在排名裡面
比如
羅馬假期 分數8.1

想請教各位，在IMDB TOP250中，是要符合怎樣的條件嗎？
weighted rating (WR) = (v ÷ (v+m)) × R + (m ÷ (v+m)) × C
where:
* R = average for the movie (mean) = (Rating)
* v = number of votes for the movie = (votes)
* m = minimum votes required to be listed in the Top 250 (currently 3000)
* C = the mean vote across the whole report (currently 6.9)
for the Top 250, only votes from regular voters are considered.

R = 8.1
v = 29148
m = 3000
C = 6.9
(v ÷ (v+m)) × R + (m ÷ (v+m)) × C
(29148 ÷ (29148+3000)) × 8.1 + (3000 ÷ (29148+3000)) × 6.9=7.988
而目前第250名，剪刀手愛德華則是7.966
不知道這樣算是哪裡錯了？
不過他最後加了一句
for the Top 250, only votes from regular voters are considered.
所以可能有很多票數沒有被計入，可能因此拉低了羅馬假期的權重值。
