app store問題！！！

請問！ 我用iphone在app store買應用軟體，一直叫我重新設定帳戶繳款資料！
在那個介面有排紅字～this is a billing problem with a previous purchase. please update your payment method.
我把一些資料重新輸入之後按done，就進入另一個視窗就出現這排英文紅字～your payment method was declined.please enter another payment method.
我知道大概意思是您的付款方式，但被拒絕。請輸入其他的付款方式 ...但是之前完全沒出現這訊息！
這是怎一回事呢？
