Technically, all devices that support Apple Pay have NFC hardware, and thus can use tags. However, only A12+ can read them passively without invoking the function first. A good example is how when your order an Apple Card, the packaging depends on your device, where older devices have specific instructions for opening the wallet app first to initiate scanning, while A12+ just ask to place the top of the phone near the packaging.
