另外,2015年10月,發卡銀行與店家有個liability shift,沒有晶片的一方,將承擔較高的盜刷風險成本,也是其中一個催化劑來督促兩端採用EMV規格。EMV Co的目標是將美國的晶片信用卡在 2015年發行到480M。

The rest of the world has migrated to EMV payment technology. Currently, there are 1.2 billion debit, credit and pre-paid cards in the U.S. but only two to three percent are EMV cards.
Nearly 95% of payment terminals in Western Europe accept EMV cards. But in the U.S., just 14% of the 11.8 million terminals in operation are EMV-compatible, putting the U.S. last in EMV adoption and at the greatest risk for fraud for criminals to conduct fraudulent point of sale payment card activity.
MILLIONS OF AMERICANS ARE AFFECTED BY CREDIT AND DEBIT CARD FRAUD AND THE RECENT DATA BREACHES HAVE HEIGHTENED THE NEED FOR MORE SECURITY.
The 2013 Federal Reserve Payments Study reported that in 2012, $2.1 billion – or 57 percent – of total credit card fraud was committed through card-present transactions like counterfeiting, lost or stolen cards, mail fraud and identity theft.
In 2013, the U.S. alone accounted for 51% of worldwide payment card fraud costs.
