此規定生效期間為 2006年11月27日 至 2009年10月27日

節錄重點如下 :
"Persons making noninfringing uses of the following six classes of works will not be subject to the prohibition against circumventing access controls (17 U.S.C. § 1201( a )(1)) during the next three years."
"5. Computer programs in the form of firmware that enable wireless telephone handsets to connect to a wireless telephone communication network, when circumvention is accomplished for the sole purpose of lawfully connecting to a wireless telephone communication network."
當然這項判定相當不受到電信業者的歡迎
但這是消費者贏回的權利
目前美國的電信市場仍處於封閉壟斷的局面
但很高興見到此保護消費者權益的官方行動
手機鎖碼是一種損害消費者權利的行為
但礙於美國電信業者的壓力
這種妨礙市場競爭的不當行為才能行之有年
