If we separate all people with several groups, then probably we can break down to 100 people in one group. Each group can have about 2 hours service. So how about a place which can handle 100 people in once instead of 400?
If and only if, I cannot find any place with FREE charge, I will prefer to find a park or public place. Because, I really don't want you guys to spend any extra money. How about 大安森林公園 ? It has a big open place and seat in the park. Maybe the transportation is your concern but I believe you can handle it.
Or do you know any 高層 who can get free place? If you guys don't care, I can try to email 國民黨 or 民進黨.
