China yesterday reacted strongly to a Pentagon review which identifies it as a military threat, lambasting the report for making 'groundless accusations' and for playing up the 'China threat' theory.
The Pentagon's 2006 Quadrennial Defence Review, released last Friday, made prominent mention of China's increasing military might, saying the country could 'field disruptive military technologies that could, over time, offset traditional US military advantages'.
It singled out China as the country with the 'greatest potential to compete militarily' with the US in the long term.
Chinese Foreign Ministry spokesman Kong Quan yesterday dismissed the report's statements on China as 'groundless', saying they would 'mislead public opinion'.
He added that China had complained formally to Washington about the report.
'We are firmly opposed to (the statements) and have made solemn representation to the US side,' he said at the ministry's first regular press briefing after the Chinese New Year holidays.
'We do not, and will not, pose any threat to any country. The US should correct its wrong view and treat China's peaceful development in an objective and positive manner.
'It should stop making groundless remarks on China's normal national development and stop interfering in China's internal affairs.
'It should do more to benefit the stable and healthy development of China-US relations.'
China's rapid economic growth, coupled with its huge military build-up and modernisation, have sounded alarm bells in some countries, notably the United States and Japan, which have clashed with it repeatedly on issues ranging from trade to energy.
Although Beijing has taken pains to dispel fears over its ascent, there are those who remain unconvinced.
US hawks in Washington, for example, continue to drum up the 'China threat' theory, warning that the country's military growth could upset the balance of power in Asia.
The Pentagon review - a statement released every four years to the US Congress on how the country's military would be structured to meet threats - also highlighted how Chinese defence spending had increased over the past decade.
It noted that 'secrecy envelops most aspects of Chinese security affairs'.
Mr Kong yesterday shot down this criticism, saying the government issues a White Paper on national development every year which details China's defence policy.
He said: 'The contents of the paper show that China is taking a responsible and serious attitude in introducing our defence policy.'
China's official military budget last year was 247.7 billion yuan (S$50 billion) after double-digit increases over the past decade, although foreign analysts reckon the true spending is much higher.
The Pentagon last year estimated the figure at US$50 billion (S$81 billion) to US$70 billion, which it said was the world's third-highest military budget.
By comparison, US President George W. Bush earlier this week sought approval for a record defence budget of US$439 billion for 2007 - an increase of 7 per cent.
Noting that the US has 'the world's top military budget', Mr Kong said China expects the US to do more to maintain global peace and stability.
He added: 'We also expect that it will do more to promote equality and cooperation of the world, a concept that is also advocated by China.'
