許多外國PR為了要提取CPF的錢,都放棄PR.
問題在於NS, 我的印象中是第二代的PR,16歲要放棄,並離境.
不然就要被register準備服役.
NS的主管機關不是ICA, 你最好問Ministry of Defence.

All male Singapore citizens and Permanent Residents are liable for National Service (NS). They will be enlisted at the earliest opportunity upon reaching 18 years old.
Car payment - $300+/mth if you have no credit in the US. That's like a Honda Fit or Civic DX at best.
Car insurance - $800 a year
Gas- used to be $80+ but price is still going up. Maybe $100 if you travel less than 25 miles a day.
Rent - get student housing, that'd be around $900/mth including utilities. That's wifi, cable, gas, water, garbage, and electricity.
If not, you can get lower rating places for about $1300/ 2BD to higher quality apt for $1900/ 2BD, of course, utilities not included.
Utilities - electricity: if you don't turn on the central air at all, $40-$50/mth/unit. If you have laundry units, use central air, have an electrical stove, it could go up to $150-$200. Water/garbage/gas is about $10/BD/mth each. Internet can be slow as hell and that's $20/mth, or a little better for $40. If you get bundle services for cable and Internet plus landline, you could score a decent deal for less than $100 with some companies for a 12 month period. After that just cancel and sign up again.
Cell phone - well, this depends on if you have a smart phone, if yes, you are looking at at least $110/mth for the lowest plan in any company for a 2 line family plan, and that's not including text msg. Mine is $135/mth for 2 iPhones, everything unlimited. If you have a regular phone, no text msg, you might get $70 for 2 lines, or go prepaid. All contracts are 2 yrs minimum, so you might want to think about that.
Groceries - depends where you shop and how you shop. If you get coupons and shop at grocery stores with reward programs, you can get away with $40-$60 per week per person. That's if you only cook and eat at home. If not, maybe $60 every 2 weeks would suffice.
Eating out - Chinese/Korean restaurants could range from $15(single portion) to $30 (hotpot, fancy family style)with tax and tips. Others like sushi - easily $30/person, new American $30, fast food $10, bar and food $30-$40. I spend maybe $120 eating out each month... So it really depends.
Entertainment! $6 for a movie before noon, $12-16 at night. Dollar theaters are around too so if you don't mind watching 007 4 months after everyone else then you are good. Kareoke $25/person all you can sing. There isn't much to do in irvine so I save a lot on that. If you like to go around, there's Disney, universal, San Diego parks, all around $80 to $120 admission.
Say, I work and live by myself with my dog, my expense is about $1800 to $2000. Rent and utility alone are $1100, Car payment $360 (CRV) insurance $80, cellphone $65.
My friend on the other hand being in college UCI, around all rich kids, spends maybe $2800 - $3000 a month.
So it all depends on how you wanna live and what kind of people you hang out with.
Some of the things you won't be able to get or do if you don't have a social security number, so I'd keep that in mind.

新加坡與馬來西亞有許多爭議待解決,撇開前年解決的馬來亞鐵道公司的土地產權,還有水供合約,
與領空爭議等等. 扣下CPF的錢是當談判籌碼,以圖綁在一起,配套解決.
新加坡不許來自西馬(馬來亞半島)的馬來西亞人在屆齡後,全額提取CPF.
奇怪的是,一樣是馬來西亞人,來自東馬(沙巴/沙勞越)的人卻可以在放棄PR後,立刻提取CPF.
因為絕大多數的馬國勞工都來自西馬.
至於所有其它國家的人,可在任何時候放棄PR ,立刻全額提取CPF.
不過,最近新加坡排外的風聲四起, PAP 輸掉了許多議席,我想申請PR的難度會提高.
