Set to有兩種用法
1. Set ... to ...,直譯的話就是"把...設定成..."
例: Set the port number of the management port to 21.
2. ... is set to ...,直譯的話就是"...被設定成..."
例: The port number of the management port is set to 21.
如果你是在教讀者怎麼做這件事,就可以用"命令式"的語氣,也就是直接用第二人稱動詞來寫。上面的用法1就是命令式,應該是你要的。用法2只是在說明一個事實,沒有"教"的意味在裡面。

當然。所以這邊要搭配語意來判定被修飾的是誰。DUT (device under test)本身應該就是一個獨立的裝置,跟local machine(也就是PC)之間應該不會有甚麼to/from的關係,所以可以判斷這裡是在說un-tagged packets from the local machine.
