請問15年前在美國念書時前被開了張超速罰單
因為是在畢業回國的前一天被開的
所以沒去繳
15年後之後要再去美國是否會有影響?

罰單若未繳清，抑或未依規定出庭，未來再到美國都會被追溯刑責。
不良記錄會轉到海關的電腦，未來再入境會被查到。
在常見的就是留學生積欠罰單不繳，所幸離境耍賴。
你最有可能的是被美國列入<黑名單>，再過海關的時候可能會被遣返又或者繳清罰單才能入境。
不過最大的可能是有犯罪紀錄，被美國拒絕入境。

一般來說，不繳罰單和沒有出庭(failure to appear)法官是可以發出通緝令(bench warrant)。

My gf has re-entered the US twice since the OP and has had no problems whatsoever. She was once stopped for a suspected red light offence and the cop examined her UK licence and no records of warrant etc were identified before she was allowed to continue on her way.
