That's because Japan's main auto market is in the USA, and USA's main stream cars are all gasoline powered, so obviously all the R&D efforts are in gasoline and gasoline hybrid.
Lexus tried a diesel car in Europe because that's what the Europeans like, but still not selling well, so yeah, I guess they still won't make a decent diesel engine because it's just not worth it for them.
