well, the picture is indeed quite offensive.. (and I'm truly sorry if it offended you)
it's essentially saying whoever argue (persistently) on the internet is retarded, just like the poor kid shown in the picture.
They are both retarded, literally. The only difference is that for one of them, we pray and feel sorry for him, and we wish him good luck; for the other one, we just laugh and say "have fun in your pathetic life, loser".
