Why the goverment in Taiwan still wants a 'local car assembly operation'
You are merely assemblying car with parts from outside (ok, some minor inferior parts sourced locally), where Taiwan can get the best automobile made worldwide with direct import at lowered import tax?
Think about it, are the assemblying worker in Taiwan Honda/Toyota/Ford mainly Taiwanese? I am not so sure.
Why bother about protecting Taiwan local auto part industry where everyone know the best companies is competitive enough to get business not from Taiwan but worldwide? Think again about the price you paid for, the so-called Taiwan Toyota, the kind of 'leather' seat, it is quite shame to be even making such part!
If and only if people in Taiwan realize that, then no need to say we are 'cheaper' than China. We will get the latest and best import car and I assure you that unemployment rate will not go up. Making auto in Taiwan makes no sense except Luxgen, which I have great respect.
Stop poluting Taiwan precious land with such meaningless auto assembly job, let hard working Taiwanese enjoy the best auto with the hard earned money and lower the import duty. Thank you.

Albeit I mentioned the quick-response ability to local customers, I still believe there are more reasons, mainly political wise, beyond our imagination. Maybe this is a question that will never be answered.
