don't just look at the HD Tune's transfer speed, you should look for overall performance.
if you really want to upgrade your computer, i think adding ram and upgrade CPU are better choice.
however, on your machine, you need DDR Ram, which is much more expensive than DDR2 Ram. as a result, upgrading CPU seems a better idea.
check if your computer can upgrade to Core CPU. if your computer can take dual core CPU, it will help a lot.
I recently upgrade my girlfriend's IBM X31, i got 5K160 160G. usually for old computer, speed is not the focus point (because it's slow anyway) the HD space is usually the problem (cause many photos, videos) bigger HD is usually more useful than faster HD for old computers. (especially when 7K100 is not much faster than 5K160, maybe only around 5-10% faster)
after the upgrade, i think my girlfriend can enjoy her computer for 2-3 more years. when the time comes, she will buy a new computer.
