I don't think you really understand what is going on.
1. It's T-Mobile US that asked HTC to remove WiFi router, not HTC "decided" to do so.
2. It's still T-Mobile US that asked HTC to lock the SIM. You would do the same if you are the operator.
Before you put blames on HTC, make sure HTC is the one you should blame.
