這段話的意思是在說如果你開車的速度是低於其他人的正常速度，即使你開的速度已經超過速限，你應該開在右邊的車道。我認為這個道路觀念是比較先進的，也比較安全。台灣的道路法規用個速限去綁住每個地方，但是反而造成車子在超車是沒有規則的，可以左邊超右邊超，反而讓道路更危險。
