I think this is related to the global strategy of Microsoft and Apple.
You can say Taiwan is the head quarter of the Traditional Chinese market and Microsoft has spent quite an effort to localize its product.
Apple’s Asia Head quarter is in Singapore. Apple Taiwan is more or less only a sub-team of sales department. It is more or less under the remote leading from Hong Kong. It doesn’t have large power to decided things. It even isn’t a part of regions that has direct sales Apple Store online. It heavily relies on Authorized Reseller to handle after-sales service and the promotion of Apple products.
Of course, the second reason is that Microsoft is a software company. They don’t have to handle as much problem as Apple Taiwan has to do with hardware problems that they actually have power to ask. Hardware companies like Sony aren’t able to provide the same class of service as Acer or Asus can do in Taiwan also. Though they are able to do a great marketing work.
