There are 2 possible reasons.
1. The GPS receiver should receive signal under good open sky more than 15 min.in first use.
2. You could adjust some parameters in TimeMachineX->Device setting->GPS setting->Navigation Setting.
for example
Initial Signal Min Strength[dBHz] set to more than 24.
Navigation Signal Min Strength [dBHz] set to more than 24.
PDOP Mask Set to less than 10...
you could try different value for adapt to your environment.
