if you have IE 5 and above, you'll have the option of creating offline web pages.
In ActiveSync, turn on Synchronization of favorite folder, then a folder called "Mobile favorites" will be created under "My Favorites" folder.
Save the URL into "moble favorites" folder and enable the option "Allow offline viewing". Then the saved page will get replicated to you PPC.
